CITY CLERK
Department: Administration
Pay Grade: 203
FLSA Status: Exempt
GENERAL PURPOSE
Performs all duties as prescribed by law for the City Clerk. Schedules and attends City Council meetings
and develops City Council agenda under the direction of the City Manager. Assists City Manager in
setting up meetings and projects as requested. Administers the function of public records disclosure,
assisting in accessing records and information so to be in compliance with the Public Records Act and
City policy. Leads coordination of City boards and commissions. Coordinates information technology
needs for the City through a third party vendor.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from management staff.
ESSENTIAL JOB FUNCTIONS

• Assists City Manager in meeting setup and preps.
• Assists City Council in meeting setup, travel, and conference coordination and manages preparation
of City Council packets and minutes.
• Plans, facilitates, and attends City Council meeting.
• Administers and develops functions for record retention and disposition schedule and prepares
destruction forms and records.
• Works closely with departments to determine best business process for the systematic
preservation of total life cycle of records using both manual and automated methods as required.
• Administers the function of public records disclosure, assisting the public in accessing records and
information in compliance with the Public Records Act and City policy.
• Coordinates third-party Information Technology vendor.
• Coordinates software system updates, phone system updates, computer replacements, equipment
issuance, etc.
• Assists in setting up meeting with business owners meeting with City Manager and Council.
• Manages and maintains ordinances, proclamations, resolution, and coordination of codification of
municipal code.
• Prepares and publishes notices and other legal ads of notices.
• Prepares weekly City Council scheduled notices.

• Conducts annual report to JLARC.
• Coordinates, oversees, and designs online fillable forms.
• Serves as administrator for Notary Public renewals and new applications.
EDUCATION AND EXPERIENCE REQUIREMENTS
Any combination of education and experience that would likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and abilities would be:
• Education: Associate’s Degree in Business Administration, Public Administration, or a related field.
• Experience: Five years of prior administrative specialist experience with high customer contact.
• Certifications/Licenses: Certificate of Municipal Clerk is preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
• Washington State RCW’s and City Code.
• City of Ridgefield Municipal Code.
• City of Ridgefield policies and procedures.
• Roberts Rules of Order and Public Request Laws.
• Basic Level Microsoft Excel/Word use.
• Modern office systems (copier, personal computer, fax, etc.) and database management software.
Skill in:
• Providing quality customer service and working with customers to bring a positive resolution to
each point of contact.
• Strong written and verbal communication, maintaining interpersonal communication, and listening
to needs of stakeholders and partners.
• Organizing, planning, and prioritizing work and developing specific goals and plans to accomplish
work.
• Providing leadership and guidance to others to assist them in becoming effective in their area of
interest or field of experience.
• Using sound judgment to make good decisions based on information gathered and analyzed and
considering all pertinent facts and alternatives before deciding on the most appropriate action.
• Using discretion and behaving or speaking in such a way as to avoid causing offense or revealing
private information.
• Performing basic programming (database setup, setting system defaults, and some software
modification).
• Reading, writing, speaking, and understanding English, writing clearly, effectively present ideas and
documenting activities, and reading and interpreting written information.
Ability to:
• Multi-task and work on many tasks with varying deadlines.
• Communicate professionally with all individuals.
• Interpret laws, procedures, and regulations and apply them to differing situations.

• Use basic math skills, including addition, subtraction, multiplication, and division.

WORKING CONDITIONS
Work generally takes place in a standard office environment with prolonged use of computers subject
to continuous interruptions and background noises. At times this position will encounter stringent
timelines and concurrent projects. Job requires work beyond 40 hours per week to attend evening
meetings.
PHYSICAL DEMANDS
• The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or
negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move
objects, including the human body.
• Must possess the physical ability to work primarily with fingers, perceive the nature of sounds,
make rational decisions through sound logic and deductive processes, express or exchange ideas
by the spoken word, substantial movements (motions) with the hands, wrists, and/or fingers, and
discern letters or numbers at a given distance.
• Additionally, the following physical abilities are required: grasping, handling, hearing, manual
dexterity, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity, and walking.
