Development InspectorCity of Ridgefield, WA Updated: 8/2021 CITY OF RIDGEFIELD, WA JOB DESCRIPTION DEVELOPMENT INSPECTOR Department: Public Works Pay Grade: 105 FLSA Status: Non-Exempt GENERAL PURPOSE Inspects development related projects for compliance with approved plans, City Engineering Standards, and City code. Inspects and documents construction from initial construction through final warranty periods. Communicates inspection results and deficiencies with contractors and other City staff. SUPERVISION RECEIVED AND EXERCISED Reports to the City Engineer. ESSENTIAL JOB FUNCTIONS Essential duties are not intended to be an exhaustive list of all responsibilities, duties, and skills. Employees are responsible for all other duties as assigned. • Schedules and coordinates pre-construction meetings with contractor to review all aspects of project, including City standards, traffic control, work schedule, erosion control, and communication procedures. • Inspects installation of public infrastructure, including water and storm systems, roads, parks, sidewalks, ADA ramps, signing, and landscaping. • Coordinates final inspections between departments prior to City acceptance of infrastructure. • Coordinates and completes warranty period inspections. • Addresses public complaints, questions, and concerns regarding development construction. • Reviews approved construction plans for inspection purposes and maintains a record of field changes for comparison with as-built drawings. • Enforces compliance with City and State erosion control requirements and coordinates with other departments and agencies as necessary to ensure compliance on development projects. • Prepares and files necessary field notes and reports, and maintains related emails and phone calls. • Attends and participates in team meetings, as needed. EDUCATION AND EXPERIENCE REQUIREMENTS Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Development Inspector Page 2 of 3 City of Ridgefield, WA Updated: 8/2021 • Education: Associate’s degree in a field related to job requirements. • Experience: Two years’ experience in construction, inspection or related field. • Certifications/Licenses: Certified Erosion & Sediment Control Lead (CESCL) or ability to obtain within six months. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: • Methods and techniques of inspection related to streets, water, stormwater, parks, and facilities. • City Engineering Standards and City Code • Standard construction practices for public infrastructure. • Safety procedures and regulations. • Principles and procedures of record keeping. Skill in: • Reading and interpreting plans, codes, and standards. • Documenting daily activities on multiple construction sites. • Time management. Ability to: • Communicate effectively, both orally and in writing. • Interpret and explain department policies and procedures. • Work independently on multiple tasks, prioritize tasks, and cope with interruptions effectively. • Use a personal computer and appropriate computer software. • Establish and maintain effective working relationships with other employees, contractors, and the general public. WORKING CONDITIONS Work is performed primarily outdoors. Work may likely expose the employee to inclement weather and safety hazards such as falling objects, heavy equipment, power tools, noise and vibration, dust and dirt, fumes and odors, and uneven or rough terrain. PHYSICAL DEMANDS • The work is heavy work which requires exerting up to 50 pounds of force occasionally, up to 25 pounds frequently, and/or up to 10 pounds of force constantly to move objects. • Must possess the visual ability to see clearly at close (less than 20 inches) and far (20 feet or more) distances, identify and distinguish colors, observe an area that can be seen up and down or the left Development Inspector Page 3 of 3 City of Ridgefield, WA Updated: 8/2021 and right while eyes are fixed on a given point, judge distances and spatial relationships, and adjust the eye to bring an object into sharp focus. • Additionally, the following physical abilities are required: standing, walking, sitting, using hands and fingers to handle or feel, reaching with hands and arms, climbing, balancing, stooping, kneeling, crouching, crawling, talking, hearing, and smelling.
