WATER MAINTENANCE TECHNICIAN
Department: Public Works
Pay Grade: 106
FLSA Status: Non-Exempt
GENERAL PURPOSE
Performs duties for the operation, maintenance and repair of major components of water utility, SCADA HIM
system, water pumping wells, drinking water treatment plants, reservoirs, control valves, water distribution and
hydraulics flow operations, adjustments of related equipment servicing and repair; mechanical, electrical and
hydraulic, chlorine disinfection injection pumps, safety rules, codes and regulations including confined space.
Recognize unusual, inefficient or dangerous operating conditions and take appropriate action.
This position is distinguished from the Utilities Maintenance Worker III position due to the complex skills and
knowledge necessary in electrical, pneumatic and water systems.
SUPERVISION RECEIVED AND EXERCISED
Works independently with general supervision by the Utility Supervisor. Acts as lead for maintenance workers
on technical tasks. Fills in for Utility Supervisor in their absence.
ESSENTIAL JOB FUNCTIONS

Lead Responsibilities:
• Training, coaching and leading field crew personnel in mechanical and technical areas.
• Performs and trains subordinates in the operation and maintenance of the water supply, storage, and
distribution systems, including water wells, water treatment systems, conveyance/distribution lines,
pumping stations, and storage facilities.
• Trains and provides general preventative and corrective equipment maintenance and repair advice as
needed to less experienced employees assisting with maintenance work.
Technical Job Functions relating to Water Systems:
• Evaluate, repair and maintain an ATEC filter plant.
• Monitors and records operating conditions of water pumping wells, transfer pumps, booster pumps,
pressure reducing valves, electrical equipment and treatment facilities to maintain equipment properly and
ensure system performance and water quality.
• Uses SCADA telemetry to control, monitor and record water systems.
• Assists with inspections on new construction water components and documents results when needed.
• Performs maintenance, repairs and revisions to water filtration systems and chlorination systems consisting
of storage tanks, feed lines, injection pumps related tubing and check valves etc.
• Performs water service connections, repairs, and testing to ensure protection of the potable water system.

• Maintains, inspect, repairs, installs, troubleshoots, lubricates and adjusts machinery and equipment such as
electric motors, pumps, valves, regulators, disinfection equipment, conveyance systems, level and flow
controls, air compressors, diesel generators, pneumatic, hydraulic and electric control systems.
• Participates in the development, planning, and implementation of ongoing preventative maintenance
programs.
Use of Equipment and Tools:
• Operates a variety of construction tools and equipment, including water main tapping equipment,
jackhammer, tamper, track mounted and rubber tire excavators, and dump trucks.
• Utilizes electrical test equipment to trouble shoot and repair various equipment.
Safety Requirements
• Follow U.S. Environmental Protection Agency (EPA) regulations and ensure safety standards are met.
• Prepare for emergencies and Works in a manner consistent with all laws and policies relating to use of
personal protective equipment and safety practices.
Other Essential Duties:
• Participates in a preventative maintenance program that includes valve exercising, fire hydrant inspection,
maintenance and repair.
• Installs, replaces, troubleshoots and repairs water meters and their components.
• Addresses customer inquiries and complaints, investigates as needed, and initiates necessary corrective
action.
• Designs and fabricates special electrical and mechanical systems.
• Works closely with engineers and inspectors on projects, reviews and comments on design and
construction/maintenance plans and specifications.
EDUCATION AND EXPERIENCE REQUIREMENTS
Any combination of education and experience that would likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and abilities would be:
1. Education: High School education and/or equivalent work experience.
2. Experience: Six years’ experience in the operation and maintenance of water systems including one year
experience in leading field crews.
3. Certifications/Licenses:
• Valid Washington State driver’s license with a driving record free from serious or frequent violations.
• Possess a Washington State Commercial Driver’s License, preferably with an Air Brake Endorsement;
• Washington State Water Distribution Manger, Class III certification, minimum; an Industrial First Aid/CPR
Card and a Flagging and Traffic Control Card.
• Possess or have the ability to obtain within one (1) year of employment: Water Treatment Plant
Operator I.
• Complete the following training within one (1) year of employment: Blood Borne Pathogens, Defensive
Driving, Confined Space, Fall Protection, Fire Extinguisher and Evacuation, and Trenching and Shoring.
4. Training: Formal or vocational training in industrial mechanical maintenance and electric work sufficient to
demonstrate proficiency in all skills, knowledge, and abilities listed.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge, skills and abilities necessary to perform the essential functions of the job are necessary including
but not limited to:
Knowledge of:
• Advanced knowledge of reading, comprehending, interpreting and understanding complex technical
manuals, blueprints, specifications and electrical schematics
• Methods, materials, practices, procedures, and equipment used in the construction and maintenance of
public works facilities.
• Current methods, practices and materials used in mechanical maintenance and repair work; construction,
operation and common problems of valves, pumps, motors, boilers, and associated equipment used in
wastewater treatment; occupational hazards and safety precautions and procedures applicable to work;
computerized maintenance management systems.
Skill in:
• Advanced skills in methods, materials, tools, and practices for installation, maintenance, troubleshooting,
and repair of filter plant instrumentation and the ability to understand the testing equipment of the
instrument and electrical technician trade.
• Advanced skills in hydraulic, pneumatic, and mechanical theory as well as fabrication and use of all related
tools.
• Analytical skills to conduct tests and inspections on water and evaluate the results.
• Detail oriented to monitor machinery, gauges, dials, and controls to ensure everything is operating
properly.
• Math skills to apply data to formulas that determine treatment requirements, flow levels, and
concentration levels.
Ability to:
• Establish and maintain effective working relationships with other employees, contractors, and the general
public.
• Communicate respectfully and tactfully with customers (internal and external).
• Effectively communicate in writing and orally; read, write, and understand written instructions.
• Operate a computer with working knowledge of Microsoft Word, Excel, and Outlook.
• Detect and correct defects in process equipment and systems; perform accurate arithmetical calculations
for chlorine residuals.
• Ability to create records and observations; engage in reporting of issues and lapse of best practices
• Ability to articulates issues, problems and processes clearly

WORKING CONDITIONS
Work is performed primarily outdoors in a water treatment plant and field environment. Work may likely expose
the employee to inclement weather and safety hazards such as confined spaces, falling objects, heavy

equipment, power tools, noise and vibration, slippery and uneven dust and dirt, fumes and odors, potentially
hazardous chemicals, electrical energy and uneven or rough terrain. Slippery walkways, dangerous gases, and
the potential of equipment to malfunction present significant hazards. Frequent travel between sites is required,
which exposes the employee to the hazards associated with travel by vehicle.
Work may involve variable shifts, including evenings, nights, weekends and holidays to assure that the water
plant is functioning 24/7.
PHYSICAL DEMANDS
• The work is heavy work which requires exerting up to 50 pounds of force occasionally, up to 25 pounds
frequently, and/or up to 10 pounds of force constantly to move objects.
• Must possess the visual ability to see clearly at close (less than 20 inches) and far (20 feet or more) distances
with or without corrective lenses, observe an area that can be seen up and down or the left and right while
eyes are fixed on a given point, judge distances and spatial relationships, and adjust the eye to bring an
object into sharp focus.
• Climb to a 135 foot level to perform electrical work.
• Perform strenuous physical work such as standing, walking, sitting, using hands and fingers to handle or feel,
reaching with hands and arms, climbing, balancing, stooping, kneeling, crouching, crawling, talking, hearing,
and smelling.
