Public Works Maintenance Supervisor City of Ridgefield, WA Updated: 8/2021 CITY OF RIDGEFIELD, WA JOB DESCRIPTION PUBLIC WORKS MAINTENANCE SUPERVISOR Department: Public Works Pay Grade: 203 FLSA Status: Non-Exempt GENERAL PURPOSE Supervises, assigns, reviews and participates in the work of staff involved in the construction, repair and maintenance of City streets, parks, cemetery, buildings and related facilities. Coordinates and manages Public Works responsibilities related to community events. Performs a variety of technical tasks related to the assigned area of responsibility. Assists in development and implementation of operation and maintenance programs for the Facility Division. SUPERVISION RECEIVED AND EXERCISED Works under the general supervision of the Public Works Director, who assigns major tasks and duties. Supervises all personnel in the Facilities Division including but not limited to Facility Maintenance Worker I through III, seasonal/temporary employees, heavy equipment operation. Employees are responsible for all other duties as assigned. • Plan, prioritize, assign, supervise and review the work of Facilities Division staff. • Select appropriate equipment and materials to complete the work according to specifications, verbal instructions and established procedures. • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing maintenance services; implement policies and procedures. • Supervise the operation of construction equipment and power tools in the area of assignment; ensure the proper utilization of safety precautions related to all work performed. • Prepare labor, material, time and equipment estimates for work performed in the area of assignment, • Interact with contractors, utilities, stormwater, public agencies, and City departments in response to inquiries and complaints. • Respond to public inquiries in a courteous manner, provide information, resolve complaints in and efficient and timely manner. • Participate in the selection of assigned maintenance staff; provide or coordinate staff training; coach and mentor employees to correct performance; implement discipline procedures. Public Works Maintenance Supervisor Page 2 of 4 City of Ridgefield, WA Updated: 8/2021 • Attend and participate in professional group meetings; • Stay abreast of new trends and innovations in the field of equipment maintenance and repair. • Prepare various reports on operations and activities. • Participate in the preparation and administration of the assigned budget; submit budget recommendations; monitor expenditures. • Coordinate work activities with other City departments, representatives of local, state and federal agencies, residents and equipment suppliers. • Perform the full range of maintenance duties as required and perform special projects and assignments as requested. • . • • Works as part of a maintenance crew, cleans streets and rights-of-way of general debris, cuts grass, applies pesticide, and trims shrubs, trees, and other vegetation along street rights-of-way, plants, waters, and maintains landscaped areas, and maintains striping and signage within rights-of-way. • Coordinates and/or completes sanding, snow removal, and other street maintenance generally completed by local government agencies. EDUCATION AND EXPERIENCE REQUIREMENTS Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 1. Education: High School Diploma or G.E.D. An Associate’s degree or completed college coursework is preferred. 2. Experience: Five years’ experience in the construction, operation, and maintenance of streets, parks, or facilities. 3. Certifications/Licenses: • Valid Washington State driver’s license with a driving record free from serious or frequent violations. • Obtain and maintain a valid Washington State Commercial Driver’s License (Class B) with Tanker and Air Brake Endorsements within six (6) months of employment. • Obtain and maintain a Pesticide Applicator License within six (6) months of employment. • Obtain and maintain the following training within six (6) months of employments: Certified Playground Safety Inspector certification, an Industrial First Aid/CPR Card, and a Flagging and Traffic Control Card. • Obtain and maintain the following training within one year of employment: Blood Borne Pathogens, Defensive Driving, Confined Space, Fall Protection, Fire Extinguisher and Evacuation, and Trenching and Shoring training. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: • Methods, materials, practices, procedures, and equipment used in the construction and maintenance of public works facilities. • Safety procedures and regulations. Skill in: • Pavement maintenance. • Supervising field crew personnel and coordinating, scheduling, and working with others. Ability to: • Supervise, organize and review the work of technical and maintenance personnel. • Interpret and explain City and department policies and procedures. • Select and maintain machinery and equipment used in the maintenance, repair and alteration of facilities. • Perform responsible and difficult work involving the use of independent judgment and personal initiative. • Operate heavy equipment. • Operate a computer and Microsoft Word, Excel, and Outlook. • Read, write, speak, and understand English. • Work within established guidelines, policies, and procedures. • Perform strenuous physical work. • Learn and progress through self-study and on-the-job training for advancement to higher positions. • Establish and maintain effective working relationships with other employees, contractors, and the general public. • Communicate respectfully and tactfully with customers (internal and external). WORKING CONDITIONS Work is performed primarily outdoors. Work may likely expose the employee to inclement weather and safety hazards such as falling objects, heavy equipment, power tools, noise and vibration, dust and dirt, fumes and odors, and uneven or rough terrain. PHYSICAL DEMANDS • The work is heavy work which requires exerting up to 100 pounds of force occasionally, up to 50 pounds frequently, and/or up to 25 pounds of force constantly to lift, carry, push, pull, or otherwise move objects. • The worker must possess the visual ability to see at close (20 inches or less) and far (20 feet or more) distances, identify and distinguish colors, observe an area that can be seen up and down and left and right while eyes are fixed on a given point, judge distances and spatial relationships, and adjust the eye to bring an object into sharp focus.
