Stormwater Supervisor City of Ridgefield, WA Updated: 8/2021 CITY OF RIDGEFIELD, WA JOB DESCRIPTION STORMWATER SUPERVISOR Department: Public Works Pay Grade: 204 FLSA Status: Non-Exempt GENERAL PURPOSE Performs a variety of skilled maintenance activities and uses specialized equipment in the construction, maintenance, and repair of City storm water systems. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from a Public Works Supervisor, who assigns major tasks and responsibilities. Performs lead worker and training responsibilities with public works personnel as well as temporary and contract employees when performing storm water job duties. Employees are responsible for all other duties as assigned. • Leads a maintenance crew. • Performs ongoing inspections of new and existing City Storm Water Infrastructure for proper function and integrity, including storm water catch basins, manholes, control structures, vaults, pipelines, storm lines, culverts, under drains, dredge ditches, outfalls, ponds, creeks and stream beds, bioswales, sediment traps, diversion structures, and advance storm filters. • Conducts inspections for new developments before City acceptance. • Conducts inspections of privately owned storm facilities. • Maintains, repairs, replaces, and cleans storm water systems. • Performs vegetation management within and surrounding stormwater facilities. • Schedules maintenance for City owned infrastructure. • Coordinates with City and private mechanics for repairs of storm water equipment. • Plans, organizes, and coordinates the daily activities of the stormwater program and provides updates to Supervisor regarding maintenance items/schedules and to request additional help from City Employees. • Coordinates and participates in the development and updating of short- and long-range plans. • Determines maintenance work required to bring storm water control facilities into compliance with regulations, works with neighborhoods to bring facilities into compliance, and performs follow up inspections to verify proper completion of repair and maintenance work. Stormwater Supervisor Page 2 of 4 City of Ridgefield, WA Updated: 8/2021 • Operates City equipment, including backhoes, excavators, dump trucks, vactor equipment, jetter equipment, etc. • Provides public outreach, education, and enforcement of private storm facilities and addresses public concerns and inquiries regarding the storm water system. • Schedules and coordinates with vendors for large maintenance tasks, such as Catch Basin and Ditch cleaning. • Monitors and controls the program budget. • Maintains and purchases supplies for Storm Water activities and equipment for maintenance tasks and researches new equipment for purchase, including trials and demos. • Performs all required locate requests in compliance with locate laws. • Provides field observations and opinions to Engineering Department upon request. • Maintains storm water inspection database. • Coordinates with Director/Engineer for large problems that are found and for updating City’s CIP list. EDUCATION AND EXPERIENCE REQUIREMENTS Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: • Education: High School Diploma or G.E.D. • Experience: Seven years’ experience in public works maintenance. Storm water experience preferred. • Certifications/Licenses: Valid Washington State driver’s license with a driving record free from serious or frequent violations. Required to obtain and maintain a valid Washington State Commercial Driver’s License (Class B) with Tanker and Air Brake Endorsements within six (6) months of employment. Required to obtain and maintain an Industrial First Aid/CPR Card and a Flagging and Traffic Control Card within six (6) months of employment. Required to obtain Blood Borne Pathogens, Defensive Driving, Confined Space, Fall Protection, Fire Extinguisher and Evacuation, and Trenching and Shoring training within one (1) year of employment. Certified Erosion and Sediment Control Lead. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: • Methods, materials, practices, procedures, and equipment used in the construction and maintenance of storm water facilities. • Operation of storm water systems. • Federal, state, and local regulations, protocols, and standards governing stormwater inspection and plan review activities including City policies and procedures. Skill in: • Inspection, testing, investigating, and analyzing stormwater and environmental resources issues. • Working and fostering a good relationship with the community and contractors. • Supervising field crew personnel and coordinating, scheduling, and working with others. Stormwater Supervisor Page 3 of 4 City of Ridgefield, WA Updated: 8/2021 Ability to: • Communicate effectively verbally and in writing with all levels of City staff and the public. • Communicate positively and professionally resulting in excellent customer service • Read and interpret complex drawings, plans, and specifications and to effectively communicate technical information. • Research and analyze data and to remain current with emerging technologies as they relate to the field. • Work honestly and openly with subordinates and superiors, and to communicate respectfully and tactfully with internal and external customers. • Understand and read basic As-Built plans. • Follow policies and procedures to ensure tasks and equipment are operated safely with accuracy, proper work methods, techniques, and compliance with applicable regulations and specifications • Coordinate, schedule, and work with others. • Use independent judgment and to anticipate problems and pursue solutions. • Work effectively under pressure with frequent interruptions. • Use small office equipment and computers. WORKING CONDITIONS Work is performed primarily outdoors. Work may likely expose the employee to inclement weather and safety hazards such as falling objects, heavy equipment, power tools, noise and vibration, dust and dirt, fumes and odors, and uneven or rough terrain. PHYSICAL DEMANDS • The work is heavy work which requires exerting up to 50 pounds of force occasionally, up to 25 pounds frequently, and/or up to 10 pounds of force constantly to move objects. • Must possess the visual ability to see clearly at close (less than 20 inches) and far (20 feet or more) distances, identify and distinguish colors, observe an area that can be seen up and down or the left and right while eyes are fixed on a given point, judge distances and spatial relationships, and adjust the eye to bring an object into sharp focus. • Additionally, the following physical abilities are required: standing, walking, sitting, using hands and fingers to handle or feel, reaching with hands and arms, climbing, balancing, stooping, kneeling, crouching, crawling, talking, hearing, and smelling.
