UTILITIES SUPERVISOR
Department: Public Works
Pay Grade: 204
FLSA Status: Non-Exempt
GENERAL PURPOSE
Performs routine duties normally involving physical labor for the maintenance of City sanitary sewer
collection and treatment systems, and potable water supply, storage and distribution systems and
skilled work in construction, maintenance, and related service activities. Assists in the development
and implementation of operation and maintenance programs for the Utility Division.
SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of the Public Works Director, who assigns major tasks and duties.
Supervises Utility Maintenance Worker I through III, the WWTPO, and field crew personnel and
coordinates and schedules the work of others.

• Schedules daily activities of personnel and equipment within the Utility Division.
• Assures timely ordering and receipt of supplies and services to complete scheduled tasks.
• Provides necessary leadership to complete divisional responsibilities.
• Maintains accurate records and produces assigned reports.
• Supervises subordinate staff and resolves conflicts.
• Assures maintenance on assigned equipment is completed and corresponding records are kept.
• Assures necessary training of subordinates.
• Conducts labor and equipment estimates for projects.
• Orders construction/maintenance materials for installation of new and repair of existing City
owned utilities and ensures adequate levels of chemicals are maintained for proper system
operation.
• Keeps Public Works Director and/or designee informed of daily progress of all activities.
• Assists in compiling and monitoring of the annual budget.
• Performs and trains subordinates in the operation and maintenance of the water supply, storage,
and distribution systems, including water wells, chlorination facility, conveyance/distribution lines,
pumping stations, and storage facilities.

• Ensures water system is operated in accordance with applicable laws and regulations.
• Understands and manipulates equipment associated with Scada/remote operation of water
production, storage, and distribution management.
• Performs and trains subordinates in the operation and maintenance of the sanitary sewer collection
and treatment systems, including conveyance lines, manholes, lift stations, and the wastewater
treatment facility.
• Ensures wastewater treatment facility is operated in accordance with the current National
Pollutant Discharge Elimination System (NPDES) permit.
• Evaluates and recommends system improvements.
• Generates action items from routine system inspections and assigns to subordinate staff for
completion.
• Oversees and coordinates all water service connections and repairs to ensure protection of the
potable water system.
• Oversees and coordinates underground location of water and sewer lines for contractors, utilities,
and citizens.
• Implements a preventative maintenance program that includes valve exercising, flushing, pump
maintenance, etc.
• Facilitates compliance with DOH chemical and bacterial testing requirements.
• Reports all spills and other reportable irregularities, malfunctions, or errors to the applicable
regulatory agency as required by law.
EDUCATION AND EXPERIENCE REQUIREMENTS
Any combination of education and experience that would likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and abilities would be:
• Education: High School Diploma or G.E.D.
• Experience: Seven years’ experience in the operation and maintenance of water or wastewater
systems.
• Certifications/Licenses: Valid Washington State driver’s license with a driving record free from
serious or frequent violations. Required to obtain and maintain a valid Washington State
Commercial Driver’s License (Class B) with Tanker and Air Brake Endorsements within six (6) months
of employment. Washington State Wastewater Collection System Operator certification required
within six (6) months of employment. Washington State Water Distribution Manager, Class III
certification, minimum. Required to obtain and maintain Backflow Assembly Testing and/or
Washington State Cross-Connection Control Specialist certification within six (6) months of
employment. Required to obtain and maintain a Washington State Wastewater Treatment Plant
Operator, Class II certification within one (1) year of employment. Required to obtain and maintain
an Industrial First Aid/CPR Card and a Flagging and Traffic Control Card within six (6) months of
employment. Required to obtain Blood Borne Pathogens, Defensive Driving, Confined Space, Fall
Protection, Fire Extinguisher and Evacuation, and Trenching and Shoring training within one (1) year
of employment.

maintenance of public works facilities.

WORKING CONDITIONS
Work is performed primarily outdoors. Work may likely expose the employee to inclement weather
and safety hazards such as falling objects, heavy equipment, power tools, noise and vibration, dust and
dirt, fumes and odors, and uneven or rough terrain. Frequent travel between sites is required, which
exposes the employee to the hazards associated with travel by vehicle.
PHYSICAL DEMANDS
• The work is heavy work which requires exerting up to 50 pounds of force occasionally, up to 25
pounds frequently, and/or up to 10 pounds of force constantly to move objects.
• Must possess the visual ability to see clearly at close (less than 20 inches) and far (20 feet or more)
distances, identify and distinguish colors, observe an area that can be seen up and down or the left
and right while eyes are fixed on a given point, judge distances and spatial relationships, and adjust
the eye to bring an object into sharp focus.
• Additionally, the following physical abilities are required: standing, walking, sitting, using hands and
fingers to handle or feel, reaching with hands and arms, climbing, balancing, stooping, kneeling,
crouching, crawling, talking, hearing, and smelling.
